The Multilateral Cooperation Center for Development Finance (MCDF) is a multilateral initiative designed to promote high-quality connectivity and infrastructure investments in developing countries through partnerships. MCDF works in the sectors of transport, energy, ICT and cross-border water management. Its activities include information sharing, building capacity and project preparation.
The Asian Infrastructure Investment Bank (AIIB) serves as the Administrator of MCDF and host of the MCDF Secretariat. The MCDF Secretariat provides daily based operational support to MCDF. It is administratively established by, but functionally independent from, AIIB. The MCDF Secretariat is headed by the Chief Executive Officer (CEO). It is accountable to the MCDF Governing Committee for its substantive activities while remaining accountable to the Administrator for complying with AIIB’s administrative rules and procedures.
The MCDF is now looking for an Administrative Assistant under outsourcing personnel arrangement. The key responsibility of the Administrative Assistant is to provide administrative support to MCDF Secretariat and its special financing window, including secretarial services, meeting coordination, support for event management, travel arrangement, liaison with internal & external contacts, general data analysis, file management, and basic research work etc.
Specific Responsibilities include but are not limited to:
-Maintain up-to-date files and records of all correspondence and documentation according to the file plan of the MCDF Secretariat.
-Ensure the timely and smooth implementation of logistics surrounding key tasks of the team(s) assigned to, including assisting in visa application for personnel, coordinating travel schedule, preparing meeting agendas and all travel documents including travel memo, budget and expenses claims etc.
-Provide logistical support for the organization of meetings, events, workshops and conferences; provide full scope of logistical support, including preparing for schedules, informing participants, confirming dates and times, sending electronical or paper invitations, drafting slides, taking and distributing minutes and notes, and other support may be instructed.
-Provide support in handling on/offboarding logistics for professional personnel from business side, if necessary. This may involve tasks such as supporting office or workspace arrangement, coordinating with the HR/FAS on/offboarding team, and collaborating with other relevant teams to ensure a seamless on/offboarding process.
-Handle all incoming and outgoing calls and email transmissions and coordination of appointments; Draft and prepare office memos, letters, meeting minutes, reports and other correspondence as instructed.
-Liaise with internal staff, receive and interact with incoming visitors. Proofread and distribute general correspondence. Maintain office coordination and resolve any issues and inquiries.
-Create, maintain and review office documents, such as process invoices and maintain an up-to-date record of vendor payments; prepare expense/budget reports, memos, and other administrative record by collecting data from various tools and/or consolidating it into reports.
-Update/maintain records on budget requests and budget execution, support in preparing analysis and reports for management accounting and budget purpose.
-Assist with data entry/collection/analytics, database maintenance and support basic research. Handle sensitive information in a confidential manner.
-Monitor stationary levels and order office supplies. Coordinate repairs to office equipment.
-Any other tasks that may be assigned from time to time by the supervisor(s).

Candidate Requirements
-Bachelor’s degree or above in related fields, specialization in secretarial services, library and records management, accounting, data analytics and management, or business administration would be a plus.
-Minimum 1 year of relevant experience in administrative support work, preferably in an international/financial institution.
-Proficient in English and Chinese (professional writing and speaking).
-Demonstrated ability on supporting documents or records management, budget management, or data analysis.
-Excellent interpersonal, diplomatic and organizational skills as well as ability to juggle multiple priorities.
-Self-motivated and detail-oriented; able to work under pressure and meet deadlines; service orientation.
-Ability to deal with extremely confidential and sensitive information.
-Knowledge of common office applications and proficiency with Microsoft Excel, Word, and PowerPoint.
-Knowledge of records and information system including SharePoint.
-Proficiency in PowerBI, AI (e.g., Copilot) and data analytical tools is an advantage.
